Research and policy report
The report presents EU‑level policy recommendations to strengthen guardianship systems for unaccompanied children across the European Union. Drawing together legal analysis, national practice and stakeholder input, the report identifies persistent structural challenges affecting the protection, representation and well‑being of unaccompanied children and outlines key recommendations. At the EU level, the report identifies systemic challenges that hinder consistent protection, including fragmentation across policy areas, limited harmonisation of guardianship standards, weak data collection and the absence of mutual recognition of guardianship decisions across borders. In response, the report sets out thematic recommendations focusing on several interconnected areas: sustainable funding and resources for guardianship systems; harmonised training, guidance and professional support for guardians and other actors; clearer legal standards and procedural certainty; child‑centred and inclusive practices that address intersecting vulnerabilities; awareness raising; and stronger coordination, digitalisation and data management at the EU level. Together, these recommendations aim to move beyond formal compliance and support the development of guardianship systems that are effective, resilient and firmly grounded in the rights and best interests of the child.
