The report outlines a practical framework for building structured collaborations between public institutions and private actors such as tech companies, financial institutions, and service providers. It examines key challenges, necessary conditions for success, and ethical considerations, and offers step-by-step guidance and tools – including a cooperation protocol template – to help stakeholders operationalize effective partnerships in the fight against trafficking.
