This document presents the development process and its results, addressing the models of distance learning at Higher Education Institutions (HEIs) in Kosovo, Montenegro, Bosnia and Herzegovina. The goal of this document is to identify optimal equipment bundles and corresponding system architecture to provide hybrid (combination of distance and in-classroom) learning, which was done through the identification of the current state and user requirements of HEIs through surveys, individual discussions, and workshops with HEIs representatives. The activities presented in this document follow the overall project goal to get the integrated equipment to HEIs premises, train the staff and put in operation the maintenance procedures.
