Roadmap
The Roadmap is a strategic action plan developed to operationalize the transition process for Tunisian universities to the status of EPST (Public Scientific and Technical Establishment), specifically focusing on research governance. The new EPST status offers crucial opportunities to enhance universities’ operational and financial performance by equipping them with new managerial skills and modern management tools for governing research and innovation policies. To ensure the successful shift, the Roadmap addresses key requirements: adopting performance-based management and funding instruments for research structures, establishing a monitoring and evaluation system for research outcomes, and mastering new support functions such as management control and internal auditing. The document outlines the specific actions each university must implement to successfully achieve this modernization and leverage the benefits of the new autonomous status.
