Performance contract between the supervisory authority – the universities – the research structures
The Performance Contract is a strategic contractual model designed to effectively regulate the relationship between the supervisory authority (the Ministry), universities, and research structures in Tunisia. Its primary goal is to establish and clarify the mutual commitments of the various stakeholders concerning governance, funding, resource management, and the steering of research and innovation activities. This initiative is fundamental to the process of transitioning to EPST (Public Scientific and Technical Establishment) status, which grants Tunisian universities increased operational and financial autonomy. The contract aims to regulate these relations, enabling universities to practically test their administrative and financial autonomy in the research domain while ensuring strategic coherence at the national level.
