ERASMUS+
14.7 miliardi di Euro per il settore dell’istruzione, formazione, gioventù e sport
Il programma Erasmus+ riunisce in un unico Programma i programmi LLP, Erasmus Mundus, Tempus e Gioventù in azione e le azioni nel settore dello Sport gestite dalla Commissione Europea. Il 63% totale del budget è dedicato alla Mobilità individuale nel settore dell’istruzione, il 28% alla Cooperazione per l’innovazione e lo scambio di buone prassi e il 4.2% al Sostegno alla riforma delle politiche.

Coronavirus response: extraordinary Erasmus+ calls to support digital education readiness and creative skills
Following the revision of the Erasmus+ 2020 Annual Work Programme announced earlier in August, the two new calls were launched on 25 August 2020. They each provide €100 million to respond to the educational challenges resulting from the COVID-19 pandemic.

6,9 miliardi di euro per garantire un supporto adeguato alla costruzione di un’Europa più aperta e sicura
Uno degli obiettivi fondamentali dell’Unione Europea è di creare un’area in cui vi sia libertà di circolazione e vengano garantiti diritti e sicurezza ai cittadini dell’UE e dei paesi extra UE. Con un budget complessivo di 6,9 miliardi di euro, il Fondo asilo, migrazione e integrazione (AMIF) e il Fondo per la sicurezza interna (ISF) finanzieranno azioni a sostegno delle politiche degli Affari Interni dell’UE nel periodo 2014-2020 che possano contribuire a costruire un’Europa più aperta e sicura.

Rights, Equality and Citizenship Programme 2014-2020 (REC)
439 milioni di Euro per promuovere lo sviluppo di un’area all’interno della quale vengano promossi e salvaguardati i diritti e l’uguaglianza fra gli individui.
Gli obiettivi specifici del programma sono: la promozione della non- discriminazione, dei diritti dei diversamente abili, della parità fra uomo e donna e del gender mainstreaming, dei diritti che derivano dalla cittadinanza europea; la lotta contro il razzismo, la xenofobia, l’omofobia e altre forme di intolleranza; la prevenzione della violenza su bambini, giovani, donne e altri gruppi a rischio; la garanzia del più alto livello possibile di protezione dei dati; il rispetto dei diritti del consumatore.
Le azioni finanziate sono: attività formative, apprendimento reciproco, attività di cooperazione, scambio di buone pratiche, peer reviews, sviluppo di strumenti informatici, attività di sensibilizzazione, divulgazione, conferenze, sostegno ad attori fondamentali, attività analitiche.

Justice Programme 2014-2020
378 milioni di Euro per promuovere lo sviluppo di un’area europea di giustizia basata sul riconoscimento e la fiducia reciproca.
Il programma promuove: la cooperazione giudiziaria in materia civile e penale, la formazione giuridica volta a promuovere una cultura legale comune, un accesso più semplice alla giustizia in Europa, iniziative nel settore della politica antidroga.
Le azioni finanziate sono: attività formative, apprendimento reciproco, attività di cooperazione, scambio di buone pratiche, peer reviews, sviluppo di strumenti informatici, attività di sensibilizzazione, divulgazione, conferenze, sostegno ad attori fondamentali, attività analitiche.

Internal Security Fund Police
Il Fondo per la Sicurezza Interna – Polizia (“Internal Security Fund – Police” o ISFP) è parte del Fondo di Sicurezza Interna. Contribuisce ad assicurare alti livelli di sicurezza nell’UE e si concentra nella lotta al crimine e nella gestione di rischi e crisi.
Per il periodo 2014-20, poco più di 1 miliardo di Euro è disponibile per azioni finanziate da ISFP, di cui 342 milioni attraverso sovvenzioni ed altre azioni.
Le attività del Fondo intendono raggiungere i seguenti obiettivi specifici:
- Lotta al crimine: combattere il crimine organizzato e transfrontaliero, incluso il terrorismo, e rinforzare la coordinazione e cooperazione tra forze dell’ordine ed altre autorità nazionali degli Stati UE, incluso EUROPOL ed altri enti rilevanti, insieme a organizzazioni extra UE ed internazionali;
- Gestione di rischi e crisi: sostenere la capacità degli Stati UE e dell’Unione per la gestione efficace di rischi e crisi legati alla sicurezza, e per la preparazione alla protezione delle persone e delle infrastrutture importanti per la lotta agli attacchi terroristici ed altri eventi legati alla sicurezza.
Le azioni concrete finanziate da questo strumento includono un’ampia gamma di iniziative, ad esempio la realizzazione e gestione di sistemi informatici, l’acquisizione di attrezzature, la promozione e lo sviluppo di percorsi di formazione ed il coordinamento e cooperazione a livello operativo ed amministrativo.

EuropeAid, which is guided by the Directorate-General for International Cooperation and Development, uses different funding instruments: European Development Fund (EDF), Development Cooperation Instrument (DCI), European Neighbourhood Instrument (ENI) and Instrument for Pre-Accession (IPA). All instruments use amongst others Calls for tenders as aid modality.
Calls for tenders are also published by other donors, such as the German Development Cooperation Agency GIZ.
Further, also other institutions of the European Commission publish tender opportunities from time to time, e.g. the Directorate-General for Education and Culture (DG EAC).
Some of these tender opportunities follow an open procedure, where interested tenderers are asked to send directly their proposal within an established deadline; some also foresee a two-step selection process, where the tenderer first has to submit an “Expression of Interest” and then, if pre-selected, receives the complete Terms of Reference together with the invitation to submit the complete proposal within a given deadline.

ENI CBC MEDITERRANEAN SEA BASIN PROGRAMME
€15.4 billion to strengthen prosperity, stability and security at EU’s external borders
The European Neighbourhood Instrument (ENI) and the European Neighbourhood Policy (ENP) have the objective of assisting progress towards “an area of shared prosperity and good neighbourliness” between EU Member States and their neighbours.
Cross-Border Cooperation programmes between EU member states and Neighbourhood partners are among the types of programmes supported by ENI, which builds on lessons learnt from the ENPI CBC Programme.
For the period 2014- 2020, the new European Neighbourhood Instrument (ENI) has succeeded the ENPI. With a budget of €15.4 billion, the ENI will provide the bulk of funding to the 16 partner countries covered by the ENP.
