In this framework CoNet highlights how, in a context like Ballar\u00f2, even multi integrated services action or multi-goal services \u2013 neighbourhood centres, decentralized health, social, sports, cultural infrastructure and services \u2013 supportive actions, would not be, in the present moment of city management, the right measure to overcome the structural deficiencies of the Ballar\u00f2 focus area.
