For the first time, a large and diverse group of public and private HEIs together with the Ministry of Education and Science of the Kyrgyz Republic engaged in a reform process, generating a shared understanding of financial autonomy and building long-term institutional capacity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The committed efforts of the partnership, supported by the Erasmus+ Capacity Building in Higher Education (CBHE) programme, ensured <strong>efficiency, national ownership, and high visibility<\/strong>, laying the groundwork for long-term sustainability of project achievements.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">A unique reform effort addressing a national gap<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Before DEFA, ongoing reforms in the higher education sector in Kyrgyzstan did not fully address <strong>financial management or institutional autonomy<\/strong>, despite their strategic importance for innovation, diversification, and organisational resilience.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">DEFA filled this gap by:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>engaging public and private universities in a shared reform process;<\/li>\n\n\n\n<li>providing upskilling opportunities and creating learning centres across institutions;<\/li>\n\n\n\n<li>ensuring that each university could benefit from tools, skills, and adaptable methodologies.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">During the project, the <strong>law on financial autonomy<\/strong> was adopted in Kyrgyzstan, establishing the first legal basis for the rights and responsibilities of autonomous universities. DEFA contributed to defining the practical mechanisms and supporting future development of this framework. The\u00a0<a href=\"https:\/\/cesie.org\/en\/resources\/defa-strategy-autonomy-universities\/\" title=\"\" data-wpel-link=\"internal\">2024\u20132030 Strategy and Roadmap for Financial Autonomy<\/a> provided shared objectives and reform priorities for the future.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">A comprehensive model for financial autonomy<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">DEFA\u2019s most important achievement is the development of a <a href=\"https:\/\/cesie.org\/en\/resources\/defa-draft-model\/\" title=\"\" data-wpel-link=\"internal\"><strong>Financial Autonomy Model<\/strong><\/a><strong>, which outlines the core structural and procedural elements of institutional autonomy, <\/strong>responding to the needs of Kyrgyz universities and aligned with European practices. The model integrates all the necessary components for meaningful autonomy:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Diversification of income sources<\/li>\n\n\n\n<li>Institutional and environmental analysis<\/li>\n\n\n\n<li>A clear legal and regulatory framework<\/li>\n\n\n\n<li>Improved engagement of staff and students<\/li>\n\n\n\n<li>Updated HR policies<\/li>\n\n\n\n<li>Alignment between financial resources and strategic planning<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">This model was accompanied by a continuous process of <strong>training activities<\/strong>, designed and prepared by experts, and delivered to Kyrgyz university staff, supporting practical implementation of autonomy principles within institutions.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Tangible impact across universities<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Throughout the project, universities achieved several measurable results:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Updated internal documents and procedures<\/strong> to align with the new autonomy framework<\/li>\n\n\n\n<li><strong>Improved financial management and efficiency<\/strong>, supported by training and practical tools<\/li>\n\n\n\n<li><strong>Created a pool of trained professionals<\/strong>, including certified trainers and experts from the Skills Development Center<\/li>\n\n\n\n<li><strong>Stronger institutional culture<\/strong> of strategic planning, transparency, and governance<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">These results demonstrate that the project has not only produced knowledge, but also <strong>changed institutional practices<\/strong>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Final conference and meeting<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">On 11-13 november 2025, a <strong>Final Conference and closing meeting<\/strong> in Bishkek gathered all partners, university representatives, and national authorities. During the event, while reviewing achievements and discussing the future steps for ensuring sustainability at both institutional and national level, additional <strong>training sessions<\/strong> were held as part of the closing events, consolidating the skills and tools developed during the project. Adam University (Kyrgyzstan) guided partners through a <em>Training on Project Sustainability<\/em>, helping institutions understand how to maintain and expand reforms beyond the project lifecycle. Otto-von-Guericke University Magdeburg (Germany) explored <em>Strategic Planning and Strategic Opportunities of Universities<\/em> as well as <em>Target Agreements and Negotiations<\/em>, providing practical guidance on aligning institutional goals with available resources and engaging effectively with stakeholders.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition, CESIE ETS (Italy) conducted a session on the <em>Quality of the Final Report and Requirements for it<\/em>, which was particularly important as this project represents Kyrgyzstan\u2019s first Erasmus+ CBHE initiative. The project has proven that reforms can be effective when supported by national authorities, aligned with institutional needs, and accompanied by capacity-building efforts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As DEFA comes to a close, Kyrgyz universities are better equipped than ever to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>manage diverse financial resources,<\/li>\n\n\n\n<li>plan strategically,<\/li>\n\n\n\n<li>strengthen their governance structures,<\/li>\n\n\n\n<li>and contribute actively to the country\u2019s socio-economic development.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The project\u2019s legacy will continue through the tools created, the staff trained, and the institutional commitment fostered over these years \u2013 a strong basis for continuing the reform beyond the project\u2019s lifetime.<\/p>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">About the project<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/cesie.org\/en\/project\/defa\/\" data-wpel-link=\"internal\">DEFA \u2013 Development of financial autonomy of universities in Kyrgyzstan<\/a>&nbsp;is a project funded by the program DG EAC, Erasmus+, KA2 Capacity Building Higher Education.
