{"id":159998,"date":"2025-10-17T16:19:47","date_gmt":"2025-10-17T14:19:47","guid":{"rendered":"https:\/\/cesie.org\/?p=159998"},"modified":"2025-10-18T15:27:49","modified_gmt":"2025-10-18T13:27:49","slug":"body-consent-respect-emotions-propaganda-ddl-valditara","status":"publish","type":"post","link":"https:\/\/cesie.org\/en\/news\/body-consent-respect-emotions-propaganda-ddl-valditara\/","title":{"rendered":"Talking about body, consent, respect, and emotions is not propaganda: it is prevention and public health"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The approval by the Culture Committee of the Italian Chamber of Deputies of amendments to the <em>Provisions on informed consent in the school environment (C.2423) <\/em>that<em> <\/em>extend the ban on educational activities addressing sexuality and emotional education to <strong>lower secondary schools, while introducing obstacles to implementing Comprehensive Sexuality Education in upper secondary schools<\/strong>, represents a serious and worrying step backward for the education system in Italy, and yet another step forward for patriarchy.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Denial of rights, equality, and prevention<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The new provisions risk <strong>institutionalising censorship and inequality<\/strong>, denying the new generations access to comprehensive, scientific, and inclusive Comprehensive Sexuality Education, as recommended by UNESCO and WHO.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The amendment extends the ban on educational activities on sexuality topics up to lower secondary school, thus <strong>excluding young people precisely in the age groups where prevention, self-knowledge, and body awareness are most effective and necessary<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These conditions not only delay or hinder interventions, but risk resulting in actual <strong>preventive censorship of educational content<\/strong>. The so-called \u201cinformed consent\u201d in practice represents a disguised ban: <strong>behind the term <\/strong><strong><em>consent<\/em><\/strong><strong> lies exclusion<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Requiring prior parental authorisation to participate in Comprehensive Sexuality Education programmes introduces deep discrimination:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>those who do not get parental consent are excluded from a fundamental right;<\/li>\n\n\n\n<li>it creates a non-equitable education system, denying equal learning opportunities;<\/li>\n\n\n\n<li>it increases the stigma that talking about sexuality is inappropriate or dangerous.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Besides this, <strong>students and young people have been completely absent from the discussion<\/strong> and drafting of the provisions: their voices, needs, and experiences have been ignored, <strong>in open contradiction with the principles of participation<\/strong> and listening that should guide every educational process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The selection process of expert educators now requires multiple levels of approval. While the presence of qualified professionals is essential to effective Comprehensive Sexuality Education, as recognised by international bodies, in this context, the additional bureaucracy increases the risk of censorship and acts as a deterrent against including content seen as sensitive or linked to Comprehensive Sexuality Education.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Decades of international studies (UNESCO, WHO, IPPF) have shown that Comprehensive Sexuality Education does not lead to earlier sexual behaviours but rather reduces early pregnancies, sexually transmitted infections, and gender-based violence, while promoting mental health and healthy, respectful relationships.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Early relationships and emotional experiences<\/strong>, as young as between 0 and 6 years old, <strong>shape children\u2019s sexual and emotional development<\/strong>. During childhood, children learn essential concepts such as body awareness, privacy, consent, and trust toward adult figures of reference. <strong>It is about building respect, safety, and self-awareness.<\/strong><strong><br \/><\/strong>Excluding young people from targeted educational pathways means leaving room for misinformation, prejudice, and toxic relational models \u2013 often learned from peers or media \u2013 that are increasingly risky in a digital world that adults understand less and less.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Talking about body, consent, respect, and emotions is not propaganda: it is prevention and public health.<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>A measure in contradiction with European and international standards<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Italy remains one of the few European countries that not only <strong>lacks mandatory sexual education<\/strong> but also, now, actively denies and obstructs it. Until now, school autonomy \u2013 while imperfect \u2013 made it possible to introduce high-quality programmes. Ultimately, denying this means giving up on building a more conscious, fair, and respectful society.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In light of the recent episodes of gender-based violence that continue to shake the country, including the recent femicide of Pamela Gemini<em>,<\/em> <strong>this amendment represents a regressive political choice.<\/strong> Instead of strengthening prevention, it chooses fear and silence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Today more than ever, we will continue to promote educational pathways that place at their center the rights, freedom, and wellbeing of every young person.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Comprehensive Sexuality Education is by no means a privilege, nor is it an ideological battlefield; it is, quite simply, a human right.<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>We express deep concern and our opposition to measures that limit educational freedom, collaboration between schools and civil society, and the protection of minors\u2019 wellbeing.<\/p>\n","protected":false},"author":19,"featured_media":159992,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"_acf_changed":false,"footnotes":""},"categories":[26915,27233],"tags":[],"unita":[],"class_list":["post-159998","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-news","category-justice"],"acf":[],"aioseo_notices":[],"aioseo_head":"\n\t\t<!-- All in One SEO Pro 4.9.9 -
