It identifies key objectives and proposes concrete actions to modernize the university funding system, diversify income sources, and strengthen the financial management skills of university staff.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <strong>main objectives of the strategy<\/strong> include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Modernizing the university financing system;<\/li>\n\n\n\n<li>Diversifying income sources through strategic partnerships and entrepreneurial activities;<\/li>\n\n\n\n<li>Strengthening the financial management capacity of university staff.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The strategy is grounded in several fundamental principles:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Legality: Ensuring all actions comply with national laws and regulations.<\/li>\n\n\n\n<li>Transparency: Promoting open financial processes to build trust among stakeholders.<\/li>\n\n\n\n<li>Equity: Guaranteeing equal rights and opportunities for all parties involved in the financial autonomy process.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The Roadmap proposed by the strategy is divided into 3 main phases:<\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li><strong>Preparatory phase<\/strong>, focused on conducting a thorough analysis of the current state of financial autonomy in universities and studying international best practices;<\/li>\n\n\n\n<li><strong>Development phase<\/strong>, in which a conceptual model of financial autonomy tailored to the needs of Kyrgyz universities, including training and methodological support is created and tested in pilot universities;<\/li>\n\n\n\n<li><strong>Dissemination phase<\/strong>, aimed at promoting the model of financial autonomy through dissemination of information and resources to all universities at the national level.<\/li>\n<\/ol>\n\n\n\n<h2 class=\"wp-block-heading\">The financial autonomy model<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Alongside the strategy, the project has developed a <strong><a href=\"https:\/\/cesie.org\/en\/resources\/defa-draft-model\/\" title=\"\" data-wpel-link=\"internal\">financial autonomy Model<\/a><\/strong> for Kyrgyz universities, which serves as a <strong>conceptual framework for the autonomous management of financial activities.<\/strong> This model is a flexible tool that each university can adapt to its specific needs, promoting transparency and competitiveness within the educational system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <strong>Financial Autonomy Model<\/strong> is based on four main blocks:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Stakeholders and participants<\/strong> in the educational and financial process;<\/li>\n\n\n\n<li><strong>Funding sources<\/strong> and regulatory references;<\/li>\n\n\n\n<li><strong>Organizational processes for financial management<\/strong>, such as analysis, planning, and monitoring;<\/li>\n\n\n\n<li><strong>Transparency mechanisms<\/strong> to build trust and accountability towards society.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Each block is divided into sub-elements that guide universities in planning, monitoring, and evaluating financial performance, ensuring optimal resource use.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Future perspectives<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Strategy and Model represent crucial tools for the future of Kyrgyz universities, enabling greater economic independence and improving the quality of education.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The successful implementation of this Strategy is anticipated to yield several outcomes:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Improved financial independence of universities, allowing for better resource allocation and management.<\/li>\n\n\n\n<li>Enhanced academic performance and institutional reputation through increased investment in educational programs and infrastructure.<\/li>\n\n\n\n<li>A collaborative platform for stakeholders to engage in the development and support of financial autonomy initiatives.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Upon approval by the university's governing body, the financial autonomy Model serves as normative material for regulating financial activities and provides methodological guidance for financial planning, monitoring, and transparency.
