Kyrgyzstan<\/strong> has launched a reform process of the university management system<\/strong> which will lead the country's universities to achieve financial autonomy.<\/strong><\/p>\n\n\n\n

Existing financial management systems do not adequately promote university autonomy, a precondition for cultivating internationalisation, innovation and competitiveness in universities and proper socio-economic development of the country.<\/strong> The development of alternative management tools to the old management models and the expansion of autonomy in the activities of Higher Education Institutions (HEIs) is therefore a priority in the policy agenda<\/strong>.<\/p>\n\n\n\n

The new project DEFA- Developing Financial Autonomy of Universities in Kirghizistan<\/a><\/strong> will support this process of acquiring autonomy starting from studying the experience of European HEIs partners of the project in extending their institutional and financial autonomy, and developing, piloting and evaluating a model for Kyrgyzstan.<\/strong><\/p>\n\n\n\n

The first organizational meeting<\/strong> of the DEFA project consortium was held on 2-3 February 2023<\/strong> at the Razzakov Kirghiz State Technical University.<\/p>\n\n\n\n

The purpose of the meeting was to inform the members and consortium partners of the DEFA project about the goals<\/strong>, objectives and expected results, distribution of responsibilities, discussion and approval of the project communication plan.<\/p>\n\n\n\n

Within the framework of the DEFA project, the prospects for increasing the financial and economic independence of Higher Education Institutions in Kyrgyzstan will be studied, and its legislative model will be developed.<\/strong> On its basis, the powers of Kyrgyz universities in their financial activities will be clarified. The project determines effective solutions to complex processes<\/strong> in financial and economic autonomy.<\/p>\n\n\n\n

DEFA will be implemented between December 2022 and November 2025<\/strong>, the project consortium includes 12 Higher Education Institutions<\/strong> from all regions of Kyrgyzstan, 2 international educational institutions<\/strong> (Italy, Germany) and CESIE<\/a><\/strong>.<\/p>\n\n\n\n

During the first meeting, the Deputy Minister of Education and Science of the Kyrgyz Republic, Rasul Abazbek uulu, the National Coordinator of the Erasmus+ Office in Kyrgyzstan Gulnara Isaeva, the National Coordinator of the project Nurlan Omurov and representatives of the universities participating in the project noted the importance of introducing financial autonomy, as well as the project's contribution to the socio-economic development of the country and of the industries<\/strong> with which the consortium's universities collaborate.<\/p>\n\n\n\n

CESIE will support the quality assurance processes of the project, ensuring its effective project management.<\/p>\n\n\n\n

About the project<\/h2>\n\n\n\n

DEFA \u2013 Development of financial autonomy of universities in Kyrgyzstan<\/a> is a project funded by the program DG EAC, Erasmus+, KA2 Capacity Building Higher Education. It has the objective of implementing a reform of the financial management systems of Kyrgyzstan universities that favors greater university autonomy, competitiveness and innovation.<\/p>\n\n\n\n
