  • To contribute to the promotion of quality and inclusive education (SDG4) and gender equality (SDG5) by mobilising tailored educational and financial tools so as to tackle inequalities within the education system exacerbated by COVID-19 pandemic while pursuing the principle of “leaving no one behind”.
  • To promote the development of digital skills and increase youth employment in Kyrgyzstan
  • To improve budget transparency and accountability in education following the recommendations of the Open Budget Survey related to Kyrgyzstan
  • To support inclusive education by promoting dedicated training and capacity building programmes for teachers


  • Online/offline youth counselling
  • Support to Erasmus alumni initiatives
  • Support digital starts-up initiated by women and/or disadvantage groups
  • Development of new Digital economy programme for Higher Education
  • Development of a Roadmap of CSOs involvement in the budget process in cooperation with the Ministry of Finance (MoF) and Ministry of Education and Science (MoES) of the Kyrgyz Republic
  • Organisation of a series of training sessions on financial aspects of the budget process for rural CSOs/NGOs
  • Organisation of annual budget hearings for CSOs with involvement of MoF and MoES
  • Support to Republic Institute of In-service Teacher Training and Qualification (RIITTQ) to improve e-learning platform and teacher training on Inclusive Education
  • Support to MoES to enforce implementation of the Inclusive Education Concept and its Action Plan
  • Organisation of Inclusive summer camp for the most disadvantaged to socialise and master basic digital skills


  • Research about career development of graduates
  • Digital skills training/e-courses are available
  • Action Plan on CSO involvement in the budget process in the education sector
  • Inclusive Education training programmes for in-service teacher training


  • +1000 youth and students from disadvantaged backgrounds have enhanced digital skills and have increased employment opportunities
  • +300 students of HEIs have updated knowledge about Digital Economy
  • Erasmus Alumni network is strengthened with +30 members
  • Established partnership between Government, MoF, MoES, Chamber of Accounts and other relevant stakeholders on Open Budget Index issues
  • +25 teachers have increased their knowledge and skills on Inclusive Education
  • 120 children from vulnerable groups and with disabilities took part to the inclusive summer camp
