Objectives

  • Start a process of cooperation among relevant stakeholders that will lead to the implementation of automatic recognition Europe-wide for learning mobilities of pupils in general secondary education;
  • Make available tools for policy makers, education professionals and pupils/their families on recognition procedures in all EU countries and on the assessment of transversal competences developed.

Activities

  • Setting up an Expert Network on Recognition of outcomes of learning periods abroad in general secondary education;
  • Carrying out an EU 27 Member State analysis on recognition: analysing the EU Member States’ country policies and practices for recognition of outcomes of learning periods abroad in general secondary education, and proposing potential ways forward to adopt national policies for recognition;
  • Developing a proposal of a European Framework to support the recognition of outcomes of learning periods abroad: setting out the general principles for recognition and building the basis for future European guidelines to be adopted by all Member States to facilitate implementation of automatic recognition;
  • Developing the content to feed an online information site with information for pupils, families, education professionals and policy makers:  clear and concise first-hand content on different systems, procedures and requirements for recognition of outcomes of learning periods abroad;
  • Producing a model training programme for competence-based assessment of mobile pupils to support schools and teachers in assessing competences of pupils after a learning period abroad (rather than focusing on school subject equivalence), providing them with assessment protocols/tools to assess transversal competences;
  • Carrying out awareness-raising actions on the recognition of learning outcomes of learning periods abroad.

Resources

Impact

  • 25 Experts from 15 EU countries engaged in the Network, including representatives of public authorities (such as Ministries of Education), professionals in the field of secondary school education, teacher educators, representatives of pupils, parents, and pupil exchange organisations.
  • Country mapping and analysis exercise identifying policies and practices for recognition of outcomes of learning periods abroad in general secondary education in all EU Member states,
  • Proposal for a Framework developed that supports the recognition of outcomes of learning periods,
  • Training programme model created which supports school heads and teachers in assessing transversal competences developed by pupils taking part in individual mobility,
  • Information packs for all 27 EU countries developed for pupils, parents, schools and educational professionals, containing information about current procedures for recognition of learning periods abroad and testimonials of pupils who have taken part in a mobility.
